The Cameron Park CSD is particularly vulnerable at this point in time. The current Board of Directors has approved budgets with structural deficits for two consecutive years. Last year, the budget was passed with a structural deficit over $200,000 (contingency funding). This current year’s budget is balanced with a structural deficit over $50,000 (contingency funding). The Board majority’s fiscal irresponsibility leaves the Cameron Park Community open to the very real possibility of a tax increase initiative in the near future.
The CSD has traditionally split the property taxes 70% to Fire and Safety programs and 30% to Recreation and Parks programs. For several years, the CSD has used the Fire and Safety program’s excess property taxes at year end to balance the deficits within the Recreation and Parks programs. Although with this methodology, the CSD is able to maintain a positive year end result for the overall CSD, the 70%/30% property tax split among the Fire and Recreation programs is grossly distorted and seriously compromised with the deferral of significant Fire Program capital outlay (3rd Fire station, engine, cardiac defibrillators, Addl Fire/Rescue Eqpt) and maintenance ($90K-$120K/year) per the Fire Department Master Plan and Capital Improvement Plan 2005-2014.
In addition, the CSD Community Center continues to cost more in operations and maintenance than it can produce in revenues ending this year $170,000 in the red. In fact, for the last two fiscal years, the Community Center has cost the CSD more than the Center’s revenue. The CSD Board and General Manager must come together to develop a workable marketing plan for the Community Center along with a strategic plan for the CSD as a whole.
I made my decision to run for Director of the Cameron Park CSD because I am truly concerned about Cameron Park and our Community Services District. I am concerned about the current Board majority’s fiscal irresponsibility and lack of accountability and vision, their inability to put the Community before their own interests, and their lack of professionalism and ability to make effective, efficient, strategic decisions. Simple public meeting decorum is an issue for some members.
